Foreword

The Centre for Health Protection (CHP) has at last moved from a concept to reality. Behind the establishment of the CHP, tremendous efforts and contributions have been made by various parties. From the initial study on the idea of setting up a CDC-like organisation in May 2003 and the release of the SARS Expert Committee Report in October, we have come a long way. Apart from the planning work of the Health, Welfare and Food Bureau and the Department of Health, we are very grateful that leaders in other sectors have given us valuable advice generously, both within and outside the Advisory Committee on Centre for Health Protection. The process entailed a thorough analysis of the current health protection mechanism in Hong Kong SAR, identification of gaps and assessment of various means to overcome the hurdles and finally the building of a CHP that can best serve the community.

In putting together the building blocks of the CHP, we focused specifically on its ability to optimize and develop the capacity of existing health care providers. On a day-to-day basis, we shall expand the disease surveillance network with the aid of information technology, set up a structured epidemiology training programme, enhance our laboratory services, develop applied research and prepare emergency response plans. In the event of an outbreak, the CHP will be equipped for timely and effective risk communication, prompt response and activating surge capacity in collaboration with the parties involved.

Our commitment can best be summed up by 3'R's:
Real-time surveillance
Raid intervention
Responsive risk communication

The CHP cannot function entirely on its own. Its work will be supported by multi-disciplinary programmes on specific diseases and health threats, with professional expertise drawn from various sectors of the community. The Government is committed to making Hong Kong a healthier place to live in. The setting up of the CHP will be a major step forward. With the cooperation of local and international partners, we are confident that we are better prepared for challenges ahead.
