The Next Phase
In the first six years of operation, the CHP has put emphasis on developing our capacity to deal with various public health challenges. For the next phase of development, it is appropriate for CHP to take a longer view, to consolidate and build on the progress made. In this Strategic Plan, we intend to highlight significant achievements and set out broad strategic directions for the next five years to guide longer-term planning. While combating the threat posed by communicable diseases will continue to be a priority on our agenda through expanding our disease surveillance system and implementing other public health programmes, we will also accord priority to promoting healthy eating and other healthy living habits as part of the overall strategy for prevention and control of NCD. Last but not least, we will strengthen partnership and collaboration with our stakeholders to help implement and gain support for our programmes and initiatives.
The "3P" Strategic Directions
The strategic directions for CHP over the next five years from 2010 to 2014 are summed up in "3P's" – protect the health of the community, promote healthy living in the community, and partner with stakeholders to achieve our objectives. The first two "P's" incorporate our key public health objectives, whereas the third "P" is a central process or means to achieve the objectives of the first two "P's".
This Strategic Plan is not meant to be a comprehensive review of all the activities and programmes of CHP. Instead, key programmes and activities are described under the "3P" strategic framework to highlight what we do at CHP and our strategic directions.
Many challenges lie ahead. But I am confident that with the support of the public and our partners, and the professionalism and dedication of our staff, we will be able to overcome any difficulties and fulfill our mission of protecting public health.
